Solution
Downstream speed = D/18, upstream speed = D/36. Speed of boat in still water = (D/18 + D/36)/2 = (3D/36)/2 = D/24. Speed of stream = (D/18 - D/36)/2 = (D/36)/2 = D/72. Ratio = (D/24):(D/72) = 72:24 = 3:1.
