Solution
With N pole toward geographic north the neutral points lie on the equatorial line. So 0.4e-4 = 1e-7 * M/(0.18^2+0.07^2)^{3/2}. (0.0373)^{3/2}=7.21e-3, giving M = 4e-5*7.21e-3/1e-7 = 2.88 J/T.
