January: The flow rate of water from the taps is the same as in November, and the tank gets emptied after supplying water to the building for 100 hours. The number of flats occupied in January is B%. Solution

The tank capacity can be inferred from the December or January data using the number of occupied flats and the time taken to empty the tank.
