Solution
From $P \ge Q$ and $Q \ge R$, we get $P \ge R$, so Conclusion I follows. Also, since $R = S$ and $Q \ge R$, it follows that $Q \ge S$, or equivalently $S \le Q$, so Conclusion II follows.
