Solution

Let $40\%$ of $P = 0.5$ of $Q = \frac{1}{8}$ of $R = x$. Then $P=\frac{x}{0.4}=\frac{5x}{2}$, $Q=\frac{x}{0.5}=2x$, and $R=8x$. So the ratio is $\frac{5}{2}:2:8 = 5:4:16$.
