Solution
The rule in each pair is: second number = (sqrt(first) + 1)^2, i.e., consecutive perfect squares. 39^2=1521, 40^2=1600; 42^2=1764, 43^2=1849; 34^2=1156, 35^2=1225. But 784=28^2 and 961=31^2, a gap of 3, not 1. Hence 784:961 is the odd one out.
