Solution
The intensity gives the electric field amplitude through $I = \frac{1}{2}c\varepsilon_0 E_0^2$. Using the given intensity, $E_0$ comes out to about $6.15\times10^{-7}$ V/m. For a 2 m antenna, the maximum potential difference is $V_{\max} = E_0\ell \approx 1.23\,\mu$V.
