Solution

Let empirical formula = Cₓ H_y O_z. Given H:O = 2:1, so y = 2z. Let z=1, y=2. Formula is Cₓ H₂ O. Molar mass = 12x + 2 + 16 = 12x + 18. %C = 12x/(12x+18) = 0.40. So 12x = 4.8x + 7.2 => 7.2x = 7.2 => x = 1. Empirical formula = CH2O.
